how do i find someone’s exact, at this time, location using their cell phone number?

This kind of information is only accessible to law enforcement and parties that have access to the e911 system (like operators). e911 only works if the feature is turned on and available on the phone. Triangulating the signal is the only other way to find the location of the phone.
